Each commissioner represents one of the county’s five districts. Commissioners are responsible to voters; however their duties are defined and controlled by state law.

The legislative and adminstrative powers and responsibilities of the Board of County Commissioners are set forth in Article 38 of the New Mexico State Statutes (NMSA 4-38-1).
The Board of County Commissioners hold public meetings twice monthly. Administrative matters are heard on the second and fourth Tuesday of each month and zoning cases are hear the fourth Tuesday of each month. Special meetings, public hearings and community foruns are scheduled as issues arise.
A new study reflects an increased citizen awareness of Bernalillo County's programs and services, as well as elevated levels of resident satisfaction with the county's customer service, as compared with a similar study conducted one year ago. Currently, 45 percent of county residents say they are satisfied with the overall quality of county service. Improvement regarding the overall courtesy and level of knowledge among county employees was also noted. The biggest change was seen in increased awareness of the difference between county and city recreation areas and facilities, and in more positive ratings allocated to county programs for children and teens.
