The Finance Division is headed by Teresa Byrd, Deputy County Manager for Finance. The division oversees the Accounting, Budget, Purchasing and Risk Management Departments and acts as liaison to the Assessor and Treasurer. Departments in this division fulfill the County’s General Government goal to "Provide for the needs of County government though effective budgeting, accounting and procurement of needed goods and services." The division is also responsible for the issuance of bonds. Through the efforts of the Finance Division, the County maintains its highest AAA bond rating.
Under the supervision of the Finance Division:
The Accounting Department provides timely and accurate financial reporting to the public, elected officials and departments of Bernalillo County government in order to effectively present the financial position of the County. Provides assurance that departments properly record, track and dispose of fixed assets. The department produces the County’s Comprehensive Annual Financial Report (CAFR).
The County has been awarded the Certificate of Achievement for Excellence in Financial Reporting for its CAFR for the past six consecutive years. It is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.
The Budget Department contains three sections: Accounts Payable, Budget and Payroll.
The Accounts Payable Office works closely with the Departmental Accounts Payable Liaisons to ensure that payments meet all deadlines and internal processing requirements. In addition, Accounts Payable also works with Bernalillo County vendors to ensure that payments are made accurately and timely. The Accounts Payable staff takes pride in its customer service and providing a quick turnaround time on payments.
The Budget Office is responsible for preparing, monitoring and reporting on the County’s budget taking into consideration current and future priorities utilizing anticipated resources. The Budget Office is also responsible for producing the biennium Budget Book, which has received state and national awards for excellence in budgeting, as well as preparing fiscal impact analysis and various standard and ad hoc reports utilized by management.
The County has received outstanding budget recognition by being awarded the Government Finance Officers Association Distinguished Budget Award for the past 15 consecutive years, and in addition, has been awarded the State of New Mexico Local Government Division Department of Finance Budget Award for the past 15 consecutive years.
The Payroll staff is responsible for a wide variety of tasks related to insuring that all employees are paid on a timely basis while maintaining efficiency in all respects.
The Purchasing Department is responsible for the procurement of tangible property, services and construction for all County departments. The department manages all procurements utilizing federal, state, and local appropriations, ensuring that all purchases are made in accordance with state and federal laws, regulations and ordinances. Purchases are open, fair and competitive and obtain the best value maximizing the use of public funds.
The County has received the National Purchasing Institute's (NPI) Achievement of Excellence in Procurement (AEP) award for the past four consecutive years. This prestigious award is earned by those organizations that demonstrate excellence by obtaining a high score based on standardized criteria. The criteria are designed to measure innovation, professionalism, productivity, e-procurement, and leadership attributes of the procurement organization.
The Risk Management Department is responsible to maintain adequate insurance coverage, identify risk and exposures, plan/implement loss control and prevention programs, manage and administer claims against the County, insure effective cost containment and perform analysis to provide information for management to efficiently utilize County resources. The department provides training for OSHA related topics, administers and enforces safety policies and procedures for County employees.
