    Why is this measure important?

    The average daily population in a detention center is an important measure for several reasons. Lower detention populations tend to result in a safer environment for the youth in detention as well as safer conditions for the staff that work in the facility. In addition, staff have more time to devote to serving youth when the population is maintained at a manageable level. Detention centers are built to serve only those youths that pose a threat to public safety. Tracking population trends is important to ensure that only youth that meet this criteria are held in detention.
