Why is this measure important?

The measure informs management of the projected effectiveness of existing collection policies and procedures.  This measurement is important to management because the 120-day delinquent balances are the highest balances outstanding and are therefore anticipated to be the most effective collection goal.  The intent is to collect on the 120-day accounts before collecting on the lower balance accounts.  

Where does the data come from?

The past due status of accounts is reported by the County’s contractor, Waste Management, from its internal customer account database in a spreadsheet.  The contractor organizes the outstanding balances by delinquency in 30 day increments through 120 days.

How is the measure calculated?

The numbers are based upon the quarterly billing.  “Total of Qtr” (current year) – “Total of Qtr” (prior year) ÷ “Total of Qtr” (prior year) * 100 = percent change for the quarter.

Additional Information

If the effort for this goal does not increase the collection volume and also reduce the 120-day delinquency, we will know collection procedures have to be modified.  The calculation of this measure is used by management as a trend analysis to quantify past performance and predict the anticipated future movement of trend.
