Why is this measure important?

The total amount of solid waste write-off is important because it is a metric of the collection performance. A decrease in the total dollar amount of 4-year write-offs indicates that the collection policies and procedures are working. 

Where does the data come from?

The County’s contractor, Waste Management, generates a quarterly and annual report of those account balances which are subject to the statute of limitations.  The data is reported to the County’s accounting staff to prepare an annual report for our review.

How is the measure calculated?

“Total Write-off of Calendar Year” (current year) – “Total Write-off of Calendar Year” (prior year) ÷ “Total Write-off of Calendar Year” (prior year) * 100 = percent change for the year.

Additional Information

New Mexico statutes (known generically as the “statute of limitations”) prevents further collection effort or bringing legal action after the time of limitation has expired, thus write-offs are required by state law and the board of commissioners must approve the write-off.  A reduction in write-offs can be the result of several efforts: collections, account adjustments, payment plans, ownership identification, and judgment liens.
