    Bernco Bernie’s Sustainability Plan

    Bernie says, “We need your help to align our operations to the Sustainability Plan.”

    What is the Sustainability Plan?

    The Sustainability Plan is a set of guiding principles that will be developed and updated by staff, management, officials, and the community to help the county plan for short and long term situations. Change is the “new norm,” and we want to ensure the county is adaptable and scalable in order to operate efficiently in both the good times and the bad times. We will work together to address fundamental questions to enhance the county and its vision for a sustainable future:

    1. How can we be transparent and accountable for taxpayers and staff?
    2. How do we ensure our operations and finances support the needs of the county and residents?
    3. How do we get community participation and decision maker support?

    The Sustainability Plan is made up of several components to guide the county and residents through the process. The plan consists of three main Sustainability Goals and a variety of sub categories, called Sustainability Strategies, which are areas of interest within each goal. The Sustainability Strategies will evolve as the county receives input and ideas from employees, manage, official, and the community throughout this process. Below are the Sustainability Goals and examples of Sustainability Strategies the county will focus on throughout the Sustainability Plan:

    How will we get there?

    The Sustainability Plan will take a phased approach to address available opportunities, new ideas, and key concerns within the county. By evaluating areas within the Sustainability Goals, we can focus our efforts on one section at a time. This will provide staff, leadership, and the community with a clear direction, while maintaining open lines of communication. To begin setting the Sustainability Plan in motion a few tasks have to be developed and completed:

    1. Launch Sustainability Plan Idea Hub for staff, leadership, and the community to submit ideas and suggestions to help shape and guide the Sustainability Plan

    2. Utilize Idea Hub submissions to enhance existing or create new Sustainability Strategies

    3. Evaluate Sustainability Strategies against a set of criteria and prioritize based on potential impacts, risks, resources, and opportunities

    4. Present Sustainability Strategies to the executive leadership team and receive feedback, suggestions, and guidance on key areas to begin working with staff and residents

    5. Develop a high level timeline to illustrate the Sustainability Strategies priority based on leaderships guidance

    6. Ensure staff and residents stay up to date and informed about priorities and progress

    7. Create specialized teams of experts to dive deeper to analyze pros and cons of county operations and services through in depth strategy sessions

    8. Compile findings and outcomes from strategy sessions to begin making decisions and changes to move the county forward

    What will the Sustainability Plan accomplish?

    The plan will help the county create a vision with its employees and community in mind. By looking for input from different levels of the organization and county residents, we can focus on asking the right questions to the right people to make better decisions. We can’t keep asking the same questions to the same people and expect different results. The county will take a “grassroots” approach by partnering with employees, peers, management, and constituents who are knowledgeable in county operations and fiscal processes. In doing so, we can identify the right size of operations with appropriate sources of revenue. By changing our approach, the plan will accomplish the following initiatives:

    1. Develop a short and long term vision: Maintain alignment to the county’s Strategic Plan and Business Strategies to ensure a constant focus on county and constituent needs.

    2. Embrace transparency: Policies and procedures are easily accessible and understandable to ensure employees and leadership have the information they need to be successful and support the community.

    3. Understand accountability: Follow a standardized process for making decisions and stick to them to provide consistent services for employees and county residents.

    4. Create collaborative partnerships: Partner with staff, leadership, and the community to gain a wide variety of perspectives to enhance the county’s overall efficiency and effectiveness.

    5. Build revenue models to support the county: Analyze county services and community needs to provide the right size of operations and amenities.

    6. Ensure the county meets industry standards: Work with staff, leadership, and peers to identify opportunities and strengths as well as solve issues and create efficiencies.

    7. Maintain communication and support from decision makers: Develop long term plans that promote collaboration and strategic alignment to guide county operations and economic growth within the community.
