New Interim MDC Administrator Named


Experienced management professional Thomas J. Ruiz is the new interim jail administrator until a permanent administrator can be hired at the Metropolitan Detention Center.

Ruiz is well-known in the Albuquerque/Bernalillo County criminal justice community, having served as a past administrator of the Second Judicial District Court.

Ruiz is retired and has over 40 years of experience in the management profession, most of which was in government and included the judiciary, security and corrections.

Between January and July 7 of this year, Ruiz worked as a county consultant at the MDC, providing high-level management support to former interim jail administrator Tom Swisstack, who recently retired.

Ruiz also served as the liaison to the Detention Facility Management Oversight Board. He will not continue in either of those roles while serving as interim MDC administrator.

“I have unwavering confidence in Tom Ruiz and his ability to continue working effectively with the existing leadership at the jail to keep the MDC moving forward,” says County Manager Julie Morgas Baca.

For the past four weeks, acting chief of security Ray Gonzales has been serving in two capacities, managing the security side of the jail operation, while also serving as interim jail administrator.

Now Gonzales will be able to focus his attention solely on the security side of the operation, working closely with Ruiz and the rest of the jail leadership team to maintain stability within the jail.

County Manager Julie Morgas Baca is evaluating the next steps to take in the process of hiring a permanent jail administrator.

In the meantime, Ruiz will be hired as a term employee of Bernalillo County, earning an annual salary of $125,000. Ruiz does not plan to apply for the MDC administrator position.
