Mission Statement

The Infrastructure Planning and GEO Resources Department (IPGR)’s mission within Bernalillo County government and to the public is to provide accurate, responsive, and essential infrastructure planning and technical services. IPGR proactively researches, analyzes, plans, administers, implements, and evaluates an array of planning functions by coordinating and collaborating with the public, developers, county departments, and non-county agencies on the preparation and presentation of geographic information and spatial analyses; funding and scope of motorized and non-motorized transportation facilities; acquisition of real property, easements, and rights-of-ways; and the technical evaluation of proposed capital improvements.  All of this work is done to uphold the public trust, be transparent stewards of public monies, and contribute to the efficiency and effectiveness of Bernalillo County government.

Services (What We Do)

Services include activities such as acquisitions, real estate planning and feasibility studies, securing and maintaining right of way contract services, direction of property title services, appraisal services and reviews, right of way acquisition services, individual and business relocation services, assistance to county legal for condemnation activities, real estate acquisition and property management. When required, the program assists in processing new encroachment agreements and excess right of way vacations and sales.

Bernalillo County Resolutions AR-85-2000 and 92-89; NM Department of Transporation Right of Way Handbook; Code of Federal Regulations, titles 23, 25, and 49 regarding policies for right of way and the environment, acquisitions over Indian lands, and the Uniform Relocation and Acquisition Assistance Program; New Mexico State Statutes Annonated Chapters 13: Public Purchase and Property; 42 and 42A: Condemnation Procedures; 47: Property Law; 62: Electric, Gas and Water Utilities; 67: Highways; 72: Water Law; and 74: Environmental Improvement.
