Thomas E. Swisstack started as the Public Safety Division's interim manager in 2010 and was later confirmed by the Bernalillo County Board of Commissioners.

Tom has been with the county for some 22 years and also served for two terms as the mayor of Rio Rancho. 

In his current position with the county, he is responsible for the oversight and coordination of the Youth Services Center—New Mexico’s largest juvenile detention facility, the Animal Care and Fire & Rescue Departments, and the Metropolitan Detention Center.  His annual operating budget is about $115 million—more than half the county’s entire budget. During his tenure as director of the Youth Services Center, the facility was nationally recognized as a model site and its average daily population was reduced by 50 percent. Tom has also served as the county’s Director of the Juvenile Probation Department’s Volunteer Services Program, Heights Psychiatric Hospital’s Director of Personnel, and the Executive Director of Alternative House, Inc.-- a private, Albuquerque addiction treatment facility.  

Tom holds a bachelor of arts degree in sociology from the University of New Mexico and is pursuing a masters in public administration from UNM.  During his career in New Mexico (he’s originally from Passaic, New Jersey), he also served as a state representative for District 60 from 2002 to 2008, a Sandoval County Commissioner for eight years, and is on the executive board of United Way of New Mexico.

“My goals are to provide the highest quality of service and professionalism in each of the respective Departments of Public Safety,” Tom says. “This will include restructuring, training and establishing measurable goals and objectives.”

When Tom is not at his desk he likes to camp, bike, and exercise.
