Assessor for Bernalillo County Announces the Notices of Values are in the Mail

Assessor Tanya R. Giddings announces the Office of the Assessor sent out the 2021 Notice of Value (NOV) statements to property owners of the county on April 1. The NOV statements show the assessed value for residential and non-residential real property, manufactured homes, commercial properties and vacant land. Values are effective as of Jan. 1, 2021, pursuant to Property Tax Code Section 7-38-7 NMSA, and based on the analysis of prior year market activity for current and correct values as part of the ad valorem appraisal process.

“Our staff works hard to ensure that property owners are fairly and equitably assessed,” says Assessor Tanya R. Giddings.  “We encourage the residents of Bernalillo County to review their notice of value statement and contact us if they have questions or need assistance.”

The Assessor’s Office encourages property owners to ask questions, communicate, and assist, to ensure property information is current and correct for the fair and equitable assessment of property. If property owners disagree with the information contained on their notice of value (NOV) statement they have 30 days from the mailing of the NOV to appeal; the deadline to file a protest form with the Assessor’s Office is April 30. Pursuant to Property Tax Code Section 7-38-24 NMSA. A protest form can be filed to appeal the appraised value and other information as it pertains to the assessment of your property. An appeal checklist and other important information to assist with the appeal process can be found when visiting the protest/appeal process page. Property owners have the option to appeal by filing a protest electronically through the appeal portal found in the Protest/Appeal Process tab. Property owners must use the nine digit “ONLINE PROTEST ACCESS CODE” found on the bottom of the NOV statement to access the portal. A standard protest form can also be accessed online by downloading it from the Assessor’s Office website at www.bernco.gov/assessor and then emailed to assessor@bernco.gov, or mailed to Office of the Assessor, PO Box 27108, Albuquerque, NM 87125, or by hand delivering to the walk-up transaction window available Monday through Friday from 8 a.m. to 5 p.m.

The County Assessor also wants to remind property owners that there is still time to take advantage of property exemptions that they may qualify for.  The deadline to file applications for the $2,000 head of family, $4,000 veterans’ exemption, and 100 % disabled veterans’ property tax waiver is April 30. The exemptions are applied to the taxable value of an individual’s property. This deadline also includes applications for the value freeze program available to 65 years or older or disabled, regardless of age, with a modified gross income of $35,400 or less. If qualified, the freeze is applied to the assessed value of the property. These applications can be downloaded from the assessor’s forms page and submitted via email to the Assessor’s Office.

Included in the envelope with the NOV statement is an “Understanding your Notice of Value” insert that addresses some of the most frequently asked questions about the property assessment process, available property tax saving programs, an example calculation of an assessed value for a property and the calculation for property taxes.

The Office of the Assessor continues to provide accessibility to the public in a safe manner through its two walk-up windows located on the north side of the building at 501 Tijeras Ave NW, Monday through Friday from 8 am to 5 pm.
