Bernalillo County is a member government of the Mid-Region Council of Governments (MRCOG), the regional planning organization comprised of local city, village, tribal, and county governments who represent Sandoval, Valencia, Bernalillo, and southern Santa Fe counties.
MRCOG, through the New Mexico Department of Transportation (NMDOT) and Federal Highway Administration (FHWA), receives and administers federal transportation dollars on behalf of its member governments. Congress has to appropriate these funds in a federal budget in order for these funds to be available to and used by local governments. Federal transportation dollars come under many programs for rural and urban areas and specific purposes (e.g. congestion management), each with their specific parameters. Member governments of MRCOG compete for these funds annually.
MRCOG has a Metropolitan Transportation Board (MTB) who reviews and approves all funding going to member governments. MRCOG prepares a Transportation Improvement Program (TIP) plan every year for the following five-year period. Local governments use state of New Mexico Capital Outlay funding, General Obligation (GO) bond funding, or other sources for the local match requirements (typically 15 percent) of the federal grant.
