    County Commission Awards Contract for Bernalillo County Government Center Renovation to Local Company HB Construction

    The Bernalillo County Commission has awarded HB Construction of Albuquerque the design-build contract for the renovation and expansion of the Bernalillo County Government Center at 415 Silver SW, future home of Bernalillo County government. HB Construction andDekker/Perich/Sabatini architects make up the design-build team.

    The total cost of the renovation is $45.7 million. The renovation includes the remodel of the main Alvarado Square building and the construction of a new building for the County Commission chambers -- a state-of-the-art, 12,000 square foot facility adjacent to the existing eight-story building. The new structure will house a 200-seat chambers and meeting space for the community.

    Bernalillo County is planning to sell some of its older buildings in preparation for the move to the new Bernalillo County Government Center. Relocating to a new flagship office building will avoid $22 million in renovations and selling five facilities will raise $18 million. The efficiency of moving 900 employees into one office building will also save $50,000 in utility costs each year.

    The building slated for renovation was constructed in 1980 and is 282,000 square feet in size. Renovations will bring the new Bernalillo County Government center into the 21st century with a useful life of 30 years. Major renovations to the building include:

    • Major building systems replacement and improvements to include new water and sewer lines, HVAC system and controls upgrades, new electrical panels, a new generator and other items.
    • Upgrades to the IT system and construction of a new data center.
    • Installation of LED lights throughout the center.
    • Improved building security.

    “The Bernalillo County Government Center’s purpose is to consolidate many of the county’s services into one flagship center where our departments can cooperate efficiently,” says County Commission Chair Maggie Hart Stebbins. “The new center will provide a convenient one-stop-shop customer service experience for all county residents.”

    Bernalillo County requested qualified design-build firms to submit for the renovation contract in April 2018. Two qualified teams were chosen from six firms to submit renovation proposals.

    In December 2018 and January 2019, the Selection Advisory Committee met to evaluate the two proposals and concluded in favor of inviting HB Construction to enter into the final contract.

    Bernalillo County offices are expected to move to the new Bernalillo County Government Center early 2021. Departments that will move to the new center include employees from the:

    • City/County Government Center at One Civic Plaza.
    • 415 Tijeras NW Office Building.
    • Rio Grande Building at 501 Tijeras NW.
    • Atrium North and Warehouse Facility 6840 Second Street NW.
    • Union Square Building 111 Union Square SE.
    • Partial Public Works Campus 2400 Broadway SE.

    This summer, the Bernalillo County Housing Department will leave its current location and relocate to another county building, the Wellesley Health Center.

    “Bernalillo County seeks to reduce its physical footprint by selling existing buildings whose staff will move to our new administrative headquarters,” says County Manager Julie Morgas Baca. “We’re fortunate that we already have a serious buyer for three of our facilities, and at the appropriate time, we will seek commission approval to sell those properties.”

    G3 Investors is interested in purchasing the following county buildings:

    • 111 Union Square SE - $1.7 million proposed purchase price
    • 415 Tijeras NW - $640,000 proposed purchase price
    • 501 Tijeras NW - $1.9 million proposed purchase price 

    The Board of County Commissioners has to approve the property sales along with the New Mexico State Board of Finance.

    The County Commission approved the design-build contract on 5-0 vote.

      • Bernalillo County commissioner Jim Collie would like to invite you to the next Brown Bag Neighborhood Luncheon, on Wednesday, Feb. 19, from noon - 1 p.m., at the McKinley Community Center, 3401 Monroe NE. The speakers in February will be Bernadette Miera, Special Projects Coordinator-BernCo Community Services Division, Kristina Nelson, Albuquerque/Bernalillo County Complete Count Census Coordinator, and Veronica Arzate de Reyes, New Mexico Partnership Specialist-Dallas Region, U.S. Census Bureau. The United States Constitution requires that every 10 years the U.S. Census Bureau count every person in the nation. A complete and accurate count of our population is essential because this count is used to distribute billions of dollars in federal funds to Albuquerque and Bernalillo County. The city and county will lose $3,000 per uncounted person per year, which translates to $30,000 for one person over the 10-year census period. The Census count also determines the boundaries and number of representatives allocated to communities in the House of Representatives, the state legislature, and a number of other elected bodies. Bernalillo County and the City of Albuquerque are committed on ensuring a complete count of people of all ages who live in the city or county in the upcoming federal Census. Bernadette, Kristina and Veronica will discuss the plans and programs that will be used for obtaining an accurate count, how you or your organization can help with the count and, if you are interested, how to apply for the temporary jobs that will be available with the Census. Bernadette will also give an update on the progress of the Tiny Home Village planned for SE Albuquerque. This is a Brown Bag lunch. You bring a sandwich and we will provide the beverages.
