Metropolitan Detention Center and Union Reach Contract Agreement


Bernalillo County management and representatives from the union representing MDC correctional officers, the American Federation of State, County and Municipal Employees (AFSCME) Council 18, Local 2499, have agreed to new contract terms, which were approved tonight by the Bernalillo County Commission. With this approval, the new contract agreement goes into effect immediately.

Through negotiations, Bernalillo County and AFSCME were able to reach terms that are in the best interests of both the county and union employees at MDC. Highlights of the new contract include:


  • An 8 percent raise for all MDC local 2499 AFSCME employees.


  • Employees with a bachelor’s degree or higher will receive $45 per month academic incentive pay.
  • A Memorandum of Understanding will be developed between the parties within 30 days of this collective bargaining agreement taking effect to address pending discipline investigations.
  • Bernalillo County management and the union will work to develop and implement a system to address overtime - prior to March 2018 - when corrections officers bid for new positions and shifts.
  • The elimination of the “me too” clause, stating that if any other county employee received a pay increase, the same would be awarded to corrections officers.

“This new contract agreement is a positive step forward for Bernalillo County in our continuous efforts to run a safe and secure detention facility, while providing our correctional officers the best possible working environment. I congratulate both our management and union officials who worked tirelessly to reach this successful outcome,” says Bernalillo County Manager Julie Morgas Baca.

“The backbone of MDC is our correctional officers, who dedicate each and every day to serving their community and our inmates. In reaching this agreement with the union, we are paving the way for the continued success of our entire facility,” says MDC Chief Greg Rees.

These contract terms are good through June 30, 2020. The financial impact for the remainder of fiscal year 2018 is an estimated $968,000 and $2.5 million annually beginning in fiscal year 2019. Both estimates include anticipated overtime costs.
