Bernalillo County FY 2020 Q1 Employees of the Quarter Honored

The Employee Recognition Committee presents seven employees to the Board of Commissioners to receive the recognition of Employee of the Quarter. Each person selected received the highest ranking in their division. The recognition committee ranked each nomination form submitted and selected the employee from each division with the highest average. The Board of County Commissioners recognize and appreciate the hard work and dedication of seven employees who have shown exemplary dedication to Bernalillo County.


Division 1 (County Manager): Fran Martinez-Romero

Fran has been with the county 16 years and is currently a Special Projects Coordinator with the Department of Behavioral Health Services. Her primary roles include financial and grant management, and more recently she volunteered to manage the 1/8 cent GRT for the Behavioral Health Initiative budget. She also works behind the scenes to ensure that the clients receive care and services on the MATS campus. She enjoys working with her committed team in helping members of the community who are struggling with substance use disorders and mental health issues.

She and husband Rocky have 3 beautiful adult children, Devin, Dante and Shante. They also have 3 fur babies, Hope, Rosko and Kobe. She enjoys traveling with her husband and spending time with her family.

 

 

 

 

 

 

Division 2 (Community Services): Manuel Garcia

Manuel joined the county in 1998 with the Youth Services Department and is now the with the Parks, Recreation and Open Space Department as the Los Padillas Community Center Manager. He works with both the community and 3 South Valley APS schools to facilitate initiatives and programs for the benefit of the students. He also attends the Los Padillas Elementary Community Council meetings, always searching for ways to ensure that the community center provides the services most needed in the community. He is well known and respected for his gentle and helpful nature, and for building strong relationships with students and the school community.

He loves and appreciates his wife of 29 years, Eileen, and their four sons. In his free time, he volunteers with Lock Jaw Wrestling Club and enjoys hunting and fishing.

 

 

 

 

 

 

 


Division 3 (Finance): Edgar Salas

Edgar joined the county’s I.T. Department nearly 2 years ago and is currently an IT Analyst II for Application Development. He has become the lead developer on the IT People Systems Team supporting Human Resources and Payroll. He continually demonstrates overall excellence in his job performance, but one example is his having volunteered to lead the emPath payroll system upgrade project. This project was very complex for many reasons, requiring him to extend his experience beyond his job description and become knowledgeable in databases and server hardware, as these additional skills were instrumental in the success of the project. Still, he was able to handle and prioritize other workloads in a timely manner. He truly enjoys this flexibility to learn new technologies and to integrate them into Bernalillo County

He is a UNM Class of 2017 Graduate with a degree in Computer Science degree. GO LOBOS!

 

 

 

 

 

 

 

Division 4 (Public Safety): Ezekiel Padilla

 

Ezekiel has been with Bernalillo County 14 years. He is currently a Captain with the Fire & Rescue Department and works on all technical functionality for the fire department. Recently the Department undertook a new emergency incident reporting system (Imagetrend), which is not a pre-made program; Capt. Padilla custom built it for the department. One key benefit of this program is the ability for all apparatus to connect wirelessly to emergency medical equipment, enabling them to connect to hospitals and to report patient care information instantaneously. All of his efforts have been embraced by the department and have a positive impact on morale. He enjoys knowing that his job aids in making the department more efficient which allows personnel to focus on the important things: providing better services to the residents of Bernalillo County.

His wife and four boys are his life. Everything he does outside of work is for the family.

 

 

 

 


Division 5 (Public Works): Eugene Sedillo

Eugene has been with the county since 2013 and is a Building Maintenance Tech II. He and his team are responsible for the ongoing maintenance and repair of county buildings including HVAC, plumbing, drywall installation, painting, and general building repair. Recently while on light duty he was assigned the task of organizing FFM project files and consolidating them for long-term storage. Working in the basement at Public Works, he plowed through hundreds of boxes, thousands of documents of numerous types, purging duplicate records and organizing the remainder. Due to his efforts, FFM project records from 1982 to 2009 have been reduced by 80%, or 224 file boxes! He enjoys the variety of his duties, and appreciates being of service and helping the County and the community.

He was born in Albuquerque but graduated from Florin High School in California. He enlisted in the US Navy, serving on the USS Carl Vinson. He is married with three daughters and one son and loves spending time with them.

 

 

 

 


Division 6 (General Services): Emmanuel Rodriquez

Emmanuel came to the county in June 2018 from the State’s Records Center and Archives where he served as the Bureau Chief, bringing nearly 20 years of records management experience to his position as the Manager of our Records Management Section. Recently while working with Big Byte, the county’s offsite records storage vendor, a discrepancy in the number of boxes being stored was discovered. Emmanuel alerted Big Byte, and after a database problem was identified he assisted the vendor in revamping its database, resulting in process improvements and greater accuracy. He and his team work tirelessly to ensure there is a comprehensive, adaptable records management program, employing industry best practices and adhering to state law.

Emmanuel enjoys making a measurable difference for the county by resolving record related problems and creating solutions that advance the goals of the county.

 

 

 

 

 

 

Division 7 (MDC): Lisa Lara (not pictured)

Lisa started her career in corrections at Texas Department of Criminal Justice in Texas, and joined Bernalillo County’s Metropolitan Detention Center in the Health Services Unit in 2007. Her honesty, hard work, impeccable work ethic, and willingness to always help when and where needed has earned her the respect of her coworkers. She has enjoyed working in this field and helping her co-workers.

She was born and raised in Spur, Texas. Fun fact: she played the clarinet for 6 years in jr. high and high school bands. She plans to relocate to Texas after retiring from MDC to be closer to family and old friends. She enjoys spending quality time with family, reading, and taking walks with her pets. She loves this time of year (fall), and is looking forward to Thanksgiving, her favorite holiday, when she will enjoy the baking, cooking and family time.
