Why is this measure important?

Existing systems are obsolete and in poor shape.  In some cases, replacement parts have been out of manufacture for years.  Systems are unreliable and difficult to maintain.  Performance is also many years out of date.  Cameras provide only low resolution images, and in many critical areas cameras pan, showing specific locations only for a second or two with several seconds of gap in between.

Poor surveillance contributes to claims of mistreatment and makes disproving the claims difficult.  The poor surveillance is a specified item of concern in the McClendon settlement.  Its improvement is one of the criteria for the lifting of the McClendon court order.
