Housing Quality Standard (HQS) annual inspections completed (%)

Government AccountabilityCommunity Health Increased Efficiency

Why is this measure important?

Program participant and landlord are responsible to maintain quality standards:

The HQS Inspection is a service for housing authorities to insure participants who receive HUD based subsidies are living in safe, decent and sanitary housing. Per the U.S. Department of Housing & Urban Development § 582.305 (a) Housing Quality Standards:

"Before any assistance will be provided on behalf of a participant we must physically inspect each unit to assure that the unit meets the HQS (Housing Quality Standards). Assistance will not be provided for units that fail to meet the HQS, unless the owner corrects any deficiencies within 30 days from the date of the inspection and the recipient verifies that all deficiencies have been corrected."

Where does the data come from?

HUD & Emphasys (housing software system exclusive to housing authority); Run report

How is the measure calculated?

The initial inspection is when the lease initiated with the program participant and the landlord. “Annual” or “Biennial” inspections are completed to ensure the units are being maintained in accordance to HQS standards. This is mandated per regulation
