    Why is this measure important?

    Program participant and landlord are responsible to maintain quality standards:

    The HQS (Housing Quality Standards) Inspection is a service for housing authorities to insure participants who receive HUD (Housing & Urban Development) based subsidies are living in safe, decent and sanitary housing. Per the U.S. Department of Housing & Urban Development § 582.305 (a) Housing Quality Standards: "Before any assistance will be provided on behalf of a participant we must physically inspect each unit to assure that the unit meets the HQS. Assistance will not be provided for units that fail to meet the HQS, unless the owner corrects any deficiencies within 30 days from the date of the inspection and the recipient verifies that all deficiencies have been corrected."

    How is the measure calculated?

    Initial inspection when lease initiated with the program participant and the landlord; “Annual” or “Biennial” inspections to ensure the units are being maintained in accordance to HQS standards
