Why is this measure important?

This measure is important because it determines the employment stability of the facility.  Saving and retaining employees is a cost saving strategy.  When a veteran officer leaves, knowledge, skills and leadership are also lost. There is a cost expense associated with recruiting, developing and training new corrections officers. Knowing vacancy rates is also critical in identifying organizational improvement opportunities. Having a fully staffed facility reduces overtime costs that cause an increase in expenses.

New measure within the last year– target based on industry-wide vacancy, which is about 16%.  Department set that as a target initially to measure their progress and have been trending 12%-14% before COVID-19 pandemic.
FY21 Q2 - As of 12/31/2020 111 vacancies on 476 authorized positions.  Staffing vacancies up because of COVID-19-related challenges.
