SANTOLINA MASTER PLAN
PROJECT OVERVIEW
Western Albuquerque Land Holdings has been seeking approval of a Planned Communities Master Plan called the ‘Santolina Master Plan’ in southwestern Bernalillo County.
The plan area is approximately 13,700 acres, and is generally bound by Interstate 40 to the north, 118th Street and the escarpment open space to the east, the Pajarito Mesa to the south, and the escarpment area adjacent to the Rio Puerco Valley on the west.
Along with access from I-40, the property is can be reached from several existing roadways, including Central Avenue, Dennis Chavez Boulevard, Atrisco Vista Boulevard, and 118th Street.
In June, 2015, the Bernalillo County Board of Commissioners adopted the Santolina Level A Master Plan for the entire 13,700-acre property.
The request for approval of the more specific Santolina Level B Master plan for a 4,243-acre portion of the property was submitted in January, 2016, and is currently under review by county staff and other agencies.
County staff and other agencies are responsible for reviewing the Santolina Master Plan, paying particular attention to its overall compliance with the Albuquerque/Bernalillo County Comprehensive Plan and the Planned Communities Criteria.
BERNCO COMMISSION TO CONSIDER MOTION TO APPROVE SANTOLINA LEVEL B-I DEVELOPMENT AGREEMENT

At its administrative meeting on Nov. 13, the Bernalillo County Commission will consider a motion to approve the Santolina Level B-I Development Agreement between the applicant and Bernalillo County that outlines the rules and framework for future development under the Level B-1 Master Plan.
The meeting will take place at 5 p.m. in the Vincent E. Griego Chambers in the basement of 1 Civic Plaza NW.

The Bernalillo County Commission tonight approved the next step in the planning process for the Santolina development, by approving the Level B1 Master Plan on a 3-2 vote.
The Level B1 Master Plan covers about 4,000 acres and provides more detail about where housing, businesses and community services would be located within the development. The 4,000 acres is only part of the larger planned development, which is more than 13,000 acres.
Commissioners Wayne Johnson, Lonnie Talbert and Steven Michael Quezada voted yes. Commissioners Debbie O’Malley and Maggie Hart Stebbins voted no.
Now, developers may begin negotiations with the Albuquerque/Bernalillo County Water Authority over water.
Tuesday’s vote is the latest action in a multi-year process involving the development, which would cover more than 13,000 acres in far southwestern Bernalillo County.
The next step is likely for the county and the developer to begin negotiations over a development agreement. A development agreement outlines responsibilities associated with infrastructure like roads and sewers, and who pays for them.
In 2015 the county commission approved a Level A Master Plan, which is a big picture concept for how a major development will come together over time.
Earlier this month, on Aug. 15, the board amended conditions for that Level A plan. The amendments cleared the way for the developer to negotiate a water development agreement with the Albuquerque/Bernalillo County Water Utility Authority later in the process.
After the Level B process is finished, there’s another step in the planning process. The Level C development plans would include the actual building plans for any subdivision or commercial development. County planners will not be able to accept any final plans unless water is secured.
Today, Santolina is largely undeveloped.
In 2015, Western Albuquerque Land Holdings received approval of a Planned Communities Level A Master Plan and Planned Communities Zoning for 13,851 acres of undeveloped land in the southwestern area of Bernalillo County.
The Santolina Master Plan, which is contingent upon future demand and market conditions, provides a general framework for development over the next 40 to 50 years, to include five residential villages and village commercial uses, two business parks, a town center, an industrial/business park, and an urban center, along with parks, trails, public open space, educational facilities, roads and utilities. Over time, the applicant proposes that the project will be developed with approximately 38,000 households and provide approximately 75,000 jobs.

COMMISSION AMENDS SANTOLINA MASTER PLAN

The Bernalillo County Commission tonight amended conditions for the Level A Master Plan for the Santolina development on the West Side, which means developers and the county can move ahead in the planning process for the 13,000-acre planned community.
The amendments were approved by a 3-1 vote. Commissioners Wayne Johnson, Lonnie Talbert and Steven Michael Quezada voted yes, and Commissioner Debbie O’Malley voted no. Commissioner Maggie Hart Stebbins was absent.

This request, along with an appeal of the County Planning Commission decision (COA2017-0003), is scheduled to be heard by the Board of County Commissioners at a Special Zoning hearing on August 15, 2017 at 5 p.m., and continuing if necessary on August 30, 2017 at 5 p.m.

BERNCO COMMISSION APPROVES SANTOLINA PUBLIC IMPROVEMENT DISTRICTS

The Bernalillo County Commission has approved the creation of Santolina Public Improvement Districts 1 through 40, which are political subdivisions of the state, separate from county government.
The districts would help pay for development and local infrastructure costs for new residential and commercial development west of Albuquerque, such as water lines and roads. The districts would be able to collect a special property assessment on homes and businesses within the districts, which can then be used to pay for these costs. This special property assessment would be in addition to all other existing property taxes and charges for the area within the districts. Today, no homes or businesses are located within the proposed development.
The application was submitted by Western Albuquerque Land Holdings, LLC. Public improvement districts are allowed by state law and have been used in other places throughout the state. The measure passed on a 4-1 vote.
No property owners, residents or businesses outside the public improvement districts would have to pay the assessment or extra taxes.

SANTOLINA LEVEL B MASTER PLAN SUBMITTED

On Jan. 25, 2016, the Santolina Level B Master Plan was submitted to Bernalillo County’s Planning and Development Services Department. The Santolina Level B Master Plan is currently under review by Bernalillo County staff and other agencies as part of a public hearing process. The plan will be considered by the County Planning Commission at its March 2, 2016 public hearing.
The Board of County Commissioners must consider and approve the Level B Master Plan in the public hearing process.
The Level B Master Plan review is the second of three steps of the approval process before the property can be developed, and includes more detailed information on a portion of the Santolina property, which encompasses 4,243.1 acres in the easterly and westerly portions of the site.
The Santolina Level B plan continues to refine the vision for the property and includes more specific information on land use, zoning, transportation, environment and open space, utility infrastructure and services, and government and public services. The submitted plan states the development will house 23,178 residents with accompanying commercial, industrial, and recreational areas.
According to submitted documents, Santolina on the whole is a 13,851-acre master planned community designed for the West Mesa of Albuquerque and Bernalillo County, to be developed over the next 40 to 50 years. The Santolina Level A Master Plan, which is the conceptual plan for the entire community, was approved by the Bernalillo County Board of Commissioners on June 16, 2015, along with planned community zoning for Santolina. The adopted plan indicates that at the time of full build-out, Santolina will have a maximum of 38,045 dwelling units with a variety of housing types, parks, and open space; an appropriate transportation network; and a variety of employment, educational, and recreational activities. Submittals of the Level A Master Plan indicate that approximately 75,000 jobs would be created; the Level B Master Plan submittals state that 31,457 jobs will be created within the Level B development area.
The associated Santolina Level A development agreement was approved by the Board of County Commissioners on June 24, 2015, and recorded in Bernalillo County on Aug. 21, 2015 to codify the plan elements and financial responsibilities for Santolina’s development.

BOARD OF COUNTY COMMISSIONERS APPROVE DEVELOPMENT AGREEMENT FOR SANTOLINA LEVEL A MASTER PLAN

The Bernalillo County Commission on June 24 approved the development agreement between Western Albuquerque Land Holdings and the county which impacts the Santolina Master Plan.
The development agreement passed on a 3 – 2 vote. Commissioners Art De La Cruz, Wayne Johnson and Lonnie Talbert voted in favor. Commissioners Maggie Hart Stebbins and Debbie O’Malley voted against.
On June 16, the commission passed the Santolina Master Plan.
While the master plan provides a general framework for development, the development agreement provides details on the responsibilities of both the county and the developer.

COMMISSION APPROVES SANTOLINA LEVEL A MASTER PLAN; MASTER DEVELOPMENT AGREEMENT HEARING CONTINUED TO JUNE 24

At its June 16, 2015 hearing, the Board of County Commissioners approved the Santolina Level A Master Plan as amended.
The Board of County Commissioners also approved a zoning change for the property from generally rural agricultural to a planned community zone.
Both measures passed on a 3 – 2 vote. Commissioners Art De La Cruz, Wayne Johnson and Lonnie Talbert voted in favor. Commissioners Maggie Hart Stebbins and Debbie O’Malley voted against.
The Board of County Commissioners also heard public comment on a proposed master development agreement between the county and the developer. No vote was taken on the master development agreement. That portion of the hearing has been continued to June 24 at 1:30 p.m.
NOTE: No additional public comment will be accepted at this meeting.
The action at this meeting is the first step of a three-step process before development can occur. The next step in the process would be Level B village plans.The final step includes the building permitting process.

BOARD OF COUNTY COMMISSIONERS DENY THREE APPEALS; CONTINUES SANTOLINA LEVEL A MASTER PLAN HEARING TO JUNE 16

At the May 28, 2015 hearing, the Board of County Commissioners voted to deny three appeals of the County Planning Commission’s recommendation of approval of the Santolina Level A Master Plan and Planned Communities Zoning request.
The board also voted to continue the consideration of the Santolina Level A Master Plan and Planned Communities Zoning, including amended findings and conditions for the Master Plan, to the June 16, 2015 Special Zoning Hearing, along with the Draft of the Santolina Level A Development Agreement.
The Development Agreement codifies the Santolina Level A Master Plan and includes the terms for the development of Santolina to be agreed upon by the county and the developer of Santolina. The June 16 public hearing is scheduled for 1 p.m. in the Vincent E. Griego Chambers at the Albuquerque/Bernalillo County Government Center, One Civic Plaza NW.
The chart includes amendments to the findings and conditions that were recommended by the County Planning Commission on Dec 3, 2014 and have been drafted by county staff in response to the request by the Board of County Commissioners to meet with the appellants to work out the appeals.

All correspondence and documents for the official case record for the Santolina request, including the Development Agreement, for the June 16, 2015 hearing, must be submitted by noon, eight calendar days prior to the hearing on that matter, i.e. noon on Monday June 8, 2015. The Board of County Commissioners may vote to waive this requirement if they determine that the material is necessary to make an informed decision on the matter.
At this meeting, the Board of County Commissioners also heard and voted to deny the remaining three appeals that were filed in opposition to the recommendation of approval by the County Planning Commission on Dec 3, 2015 of the Santolina Level A Master Plan approval and Planned Communities Zoning.
In the first appeal, the South Valley Coalition of Neighborhood Associations appealed the County Planning Commission’s recommendation to approve the Santolina Master Plan.
In the second appeal, the South Valley Regional Association of Acequias and the Center for Sustainable Systems appealed the County Planning Commission’s recommendation of approval of the Master Plan.
In the third appeal, the Southwest Organizing Project, New Mexico Health Equity Working Group and Pajarito Village Neighborhood Association appealed the Planning Commission’s recommendation of approval of a zone change for the Santolina property to Planned Community Zone.
In addition, the applicant (Western Albuquerque Land Holdings) withdrew the appeal of specific conditions of approval that had been recommended by the County Planning Commission. The appeal had been heard and continued by the County Commission at the May 11, 2015 hearing to the May 28 hearing.
On May 11, 2015, the Board of County Commissioners denied the appeal filed by the Southwest Organizing Project, New Mexico Health Equity Working Group and Pajarito Village Neighborhood Association of the County Planning Commission’s recommendation of approval of the Santolina Level A Master Plan.

COUNTY COMMISSION CONTINUES TO REVIEW AND CONSIDER PROPOSED SANTOLINA LEVEL A MASTER PLAN

The Bernalillo County Commission continued to review and consider the Santolina Level A Master Plan application on March 25 and 26. Western Albuquerque Land Holdings has requested approval of a Planned Communities Level A Master Plan and Planned Communities Zoning for 13,851 acres of undeveloped land in the southwestern area of Bernalillo County.
The County Planning Commission recommended approval of the Santolina requests, with conditions, at its Dec. 3, 2014 hearing. The Board of County Commissioners considered the requests, along with five appeals of the recommendation (see below).
The hearings were held in the Vincent E. Griego Chambers at the Albuquerque/Bernalillo County Government Center, One Civic Plaza NW.
These new dates were rescheduled from an original date of Feb. 19, 2015.
COUNTY PLANNING COMMISSION RECOMMENDATIONS TO BOARD OF COUNTY COMMISSIONERS FOR SANTOLINA LEVEL A MASTER PLAN

At its Dec. 3, 2014 public hearing, the County Planning Commission (CPC) voted to recommend approval with conditions of the Level A Santolina Master Plan and Planned Communities Zoning. The Board of County Commissioners will consider the Master Plan and Zoning request based on the recommendation of the County Planning Commission, which appears in the notices of decision.

SANTOLINA LEVEL B MASTER PLAN – DOCUMENTS/BACKGROUND
On Jan. 25, 2016, the Santolina Level B Master Plan was submitted to Bernalillo County’s Planning and Development Services Department. The Santolina Level B Master Plan is currently under review by Bernalillo County staff and other agencies as part of a public hearing process. The plan was considered by the County Planning Commission at its March 2, 2016 public hearing; and a series of special hearings were scheduled based on topic.
At the January 4, 2017 public hearing, the County Planning Commission recommended to the Board of County Commissioners approval of the Santolina Level B.I Plan. Here is the Notification of Decision and here is the Staff Report compiled in advance of the Jan. 4 hearing.
